Hemel Hempstead

Following a European Tender Process, Endurance Estates, in collaboration with regional construction group RG Carter, were selected as development partner to deliver the Forum building as part of the wider Hemel Evolution Regeneration Programme.

A Dedicated Development Vehicle was created and entered into a development agreement with Dacorum Borough Council. The building contract was completed on an innovative open-book basis which provided considerable cost benefit to the Council whilst ensuring cost and delivery risk sat with the development vehicle.

This project was delivered on time and on budget in January 2017. The purpose built 75,000 sq ft building is arranged over 4 floors  and serves as the new Dacorum Borough Council office hub plus a library and offices for the voluntary sector.

Since opening the new hub building has proved popular with visitors and has improved the working environment for council staff. An innovative mixed mode mechanical and electrical system is set to save taxpayers an estimated £300,000 per annum in running costs.

Endurance Estates provided the finance, planning and development management expertise to enable the implementation of this important regeneration project.
